Short answer: why does this site organize by county?
The city you were arrested in is not always the court you walk into. If Harris County filed the charge, you go to 1201 Franklin Street in Houston. Montgomery filings go to Conroe. Fort Bend filings go to Richmond. Galveston filings go to the Justice Center on the island. Brazoria filings go to Angleton. Open the county page that matches the stamp on the complaint.

Open the page for the county on the complaint, not the city on the mailbox. If Harris filed it, use Harris. If Montgomery filed it, use Montgomery. Send the cause number if the filing county is not obvious.
